Electronic Temporary Registration (ETR) was passed into law by the Florida Legislature. The law requires both of the following when issuing a temporary plate:
- A temporary license plate and registration printed securely on-demand.
- Retention and upload of all temporary plate issuances to the Department of Motor Vehicle's (DMV) system.
Dealers must sign up with a 3rd party vendor. The 3rd party vendor's software will allow dealers to print the ETR (registration and temporary plate) on-demand.
Also, by signing up with a 3rd party vendor, a participating dealer will be allowed to purchase pre-printed (old style) temporary plates from our office for use in the event the vendor's software is offline.
Can dealers elect not to comply?
Yes. However, dealers who elect not to sign up with a 3rd party vendor must present each temporary plate request to the dealer department for issuance. The cost for each plate is $4.50.
Dealers who elect not to comply cannot purchase or use any pre-printed (old style) temporary plates they have on hand.
Pre-printed (old style) Temporary Plates
In order for our office to issue pre-printed (old style) temporary plates, we require proof that you are signed up with a vendor and an application request (HSMV 83090) signed by an authorized dealer agent.
In addition, if the person picking up the temporary plates is not the person listed on the dealer’s license, we will need a letter on business letterhead, which specifies who is authorized to pick up the temporary plates. (This letter is for your protection.)
The temporary plates are sold in lots of 5, with a limit of 25 per dealer. The cost is $2.00 for each plate plus a $2.50 service charge (per lot). These temporary plates can only be purchased at 2 locations: The DeSoto Dealer Department and the DMV Regional Office.
