Heavy Truck Information and Fee Schedule based on GVW

Heavy Truck Registration Renewal Period:
The registration for heavy trucks, tractors and GVW wreckers that weigh in excess of 5,000 lbs must be renewed annually by December 31st. A half-year registration is available if (1) the annual license fee exceeds $100 and (2) the vehicle registration is not required to be apportioned under the International Registration Plan. Semi-annual registrations expire on May 31st and December 31st of each year.

The customer must declare the gross vehicle weight and how the vehicle will be registered. If you are stopped by law enforcement or Department of Transportation and your truck is not properly registered, the Manatee County Tax Collector’s office will not be responsible for the wrong class or GVW being declared.

If you do not enter a GVW on your renewal card, your GVW will remain the same as it was for the previous year.

How to calculate GVW (Gross Vehicle Weight): For Heavy trucks with a net weight of more than 5,000 pounds but less than 8,000 pounds the gross vehicle weight is calculated by adding the net weight of the heavy truck and the weight of the load carried by it. This does not include a trailer.

For heavy trucks with a net weight of 8,000 pounds or more, the gross vehicle weight is calculated by adding the gross weight of the heavy truck to the gross weight of the trailer coupled to it.

The gross vehicle weight of a truck tractor and semi-trailer combination is calculated by adding the net weight of the truck tractor, and the gross weight of the semi-trailer.

Such vehicles are coupled by the means of a fifth wheel arrangement where part of the weight of the semi-trailer and load rests on the truck tractor.

The customer must declare the gross vehicle weight and how the vehicle will be registered. Insurance Requirements for Heavy Trucks, Tractors and GVW Wreckers: If your vehicle has a gross vehicle weight (GVW) in excess of 26,000 lbs., or has three axles regardless of weight, or is used in combination when the weight of such combination exceeds 26,000 lb GVW, you must provide proof of purchase of both of the following types of insurance coverage at the time of renewal:

(1) Personal Injury Protection (2) Combined Bodily Injury Liability and Property Damage Liability

The minimum required coverage for the Combined Bodily Injury Liability and Property Damage Liability are:

$50,000 per occurrence for commercial motor vehicles with a GVW of 26,001 lb. to 34,999 lb.

$100,000 per occurrence for commercial motor vehicles with a GVW of 35,000 lb. to 43,999 lb.

$300,000 per occurrence for commercial motor vehicles with a GVW of 44,000 lb. or more

Proof of Insurance: Submit one of the following for each type of insurance:

A. Personal Injury Protection B. Combined Bodily Injury Liability and Property Damage Liability
Approved uniformed proof-of-purchase card Policy
Insurance policy Certificate of insurance
Insurance binder Form E
Certificate of insurance Certificate of self-insurance

All of the above proofs of insurance must contain the following endorsement:

“As provided for in Section 320.02(5)(e), Florida Statutes, the listed insurance policy(s) or surety bond(s) may not be canceled on less than 30 days written notice by the insurer to the Department of Highway Safety and Motor Vehicles, such 30 days notice to commence from the date notice is received by the Department.”

Insurance coverage for vehicles with a GVW less than 26,001 lbs. remains unchanged. Please contact your insurance agent for proper coverage prior to renewal of registration.

Heavy Vehicle Use Tax (HVUT): Section 320.02(7) Florida Statutes, provides the requirement for proof of filing, payment or exemption from Federal Heavy Vehicle Use Tax on motor vehicles with a gross vehicle weight of 55,000 pounds or more prior to registration and issuance of a regular series license plate.

This tax is collected annually by the Internal Revenue Service and proof of payment is required when renewing a motor vehicle with a gross weight of 55,000 lbs. or more.

Proof of Filing Heavy Vehicle Use Tax (HVUT): To prove the HVUT has been paid, one of the following must be submitted with the request for registration:

  1. A photocopy of IRS Schedule I, Form 2290 stamped received by the IRS with a current valid date.
  2. A photocopy of IRS Schedule I, Form 2290 and a copy of the front and back of the cancelled check.

Note – The gross vehicle weight of the vehicle cannot exceed the gross vehicle weight paid on Form 2290

The taxing period is July 1st thru June 30th of each year. The local IRS office for filing is located on Cattleridge Blvd in Sarasota.

When issuing a license plate for the first time (new purchase) on a heavy truck or tractor, proof of HVUT is not required to be submitted. The owner/registrant has 30 days from the date the vehicle is registered to file form 2290 with the IRS.

This is a Federal Tax, so for vehicles coming in from out-of state, that are titled in the current owners name, HVUT must be paid and Form 2290 must be submitted with the registration.

Display of License Plates: If the GVW of your truck is 26,001 lbs. or more, you will be issued two license plates. The license plate with the validation decal must be displayed on the front of the truck and the other plate displayed on the rear of the truck.

If the GVW of your truck is less than 26,001 lbs., display the plate on the rear of the truck. All tractors must display the license plate on the front of the tractor.

Apportioned License Plates: An apportioned license plate may be issued by Motor Carrier Service in Tallahassee or through Sunshine State Fleet Management. A Temporary Operational Permit (TOP) may be issued by any tax collectors office for a customer who has applied for and is awaiting an apportioned plate.
