If I do not own a vehicle, can I use someone else’s vehicle or a rental car to take the Class E driving skills road test?

You can use another person’s vehicle, provided you have that person's consent. You will need to bring the current (unexpired) registration for the vehicle along with the current (unexpired) proof of insurance that specifies the vehicle’s year, make and vehicle identification number (VIN).
If you opt to take the road test in a rental vehicle, you must complete a rental vehicle affidavit. (If you’re not on the rental agreement, you must have the form completed by the person who is named in the rental agreement/contract.) You must be prepared to provide the rental agreement/contract for verification purposes along with the rental vehicle affidavit.
